Charter bus passengers should not be allowed to board until departure time because:
The cost of the bus starts when the first passenger boards. It saves money to board as late as possible.

Passengers should not be allowed to decide which seats to take until the bus is about to leave.
Waiting to load helps to prevent theft and vandalism.
If a truck's Anti-Lock Braking System (ABS) is not working:
The truck will not have any brakes.
The truck should be driven only at slow speeds.
The truck will still have brakes.
The truck will lack brakes on its left side.
